The Pennsylvania SPCA is asking for the public’s help identifying two individuals who appeared to leave two critically ill puppies outside of ACCT Philly on Thursday, 7/24/2025.
The video shows two individuals pulling into ACCT Philly’s parking lot, exiting their vehicle with a box and leaving it outside of the facility. The two females return to the car and leave.
Staff members were alerted to the box and upon opening it found two puppies with necrotic wounds and infested with maggots throughout their small bodies.
The puppies needed immediate and critical lifesaving care.
ACCT Philly contacted the Pennsylvania SPCA’s Animal Law Enforcement team and the puppies were transferred to the PSPCA’s hospital immediately. The Pennsylvania SPCA’s veterinary staff is working furiously to save their lives. One puppy received care at an emergency facility.
Meanwhile, the Pennsylvania SPCA’s Humane Law Enforcement team is reviewing the footage and asking anyone with information about the individuals’ identity or whereabouts to please contact the organization’s cruelty hotline immediately, 866-601-7722 or cruelty@pspca.org. Tips can be left anonymously.
At this time the PSPCA’s Animal Law Enforcement team is hoping to question the individuals in relation to the event to determine more information.
